It was first created on November 6, 1942 by Executive Order 92651 ordered by President Franklin D. Roosevelt. Originally awarded as the American Theater Ribbon, the medal was to recognize those service members who had carried out their military duties in the American Theater of Operations during World War II.

The requirements for earning the American Campaign Medal were: a service member was required to either serve on duty for one year (cumulative) within the continental borders of the United States, or perform duty for 30 consecutive days, or 60 non-consecutive days outside the borders of the United States but within the American Theater of Operations
